How do i get my 2mo scotty to do his business on his training pad or outside?

My pup always does his business on my carpet and it’s really frusterating. He’s only 2 months old and i live in the 3rd floor in my house. He cant wait till we get outside and rarely does it on his training pad. When we could wait he takes about 30 mintues to find a spot. I’m crate training him and he’s good inside his crate but when we gets out he starts. HELP!
